No. The Tall White is a specific type from Charles Hall's account, taller and more alien in feature than the classic Nordic, and met at a military range rather than in the desert with a message.
The difference
Both are pale, human-like and tall, but the Tall White is taller still, with described features such as chalk-white skin, large eyes and a long lifespan, and a business-like relationship with the military rather than a spiritual one with contactees.
The Nordic tradition predates the Tall White by fifty years and is far more widespread.

Accounts of the Nordic type are remarkably consistent for a body of literature that spans seventy years and several languages. Witnesses describe a being between roughly six and eight feet tall, athletic rather than heavy, with proportions that read as human but slightly idealised: a longer neck, a straighter spine, hands with fine, long fingers. Skin is pale to the point of luminosity, hair is platinum, white-gold or silver and usually worn long on both sexes, and eyes are most often described as pale blue, grey or violet, larger than a human's but not dramatically so.
Charles Hall's Tall Whites are among the most detailed physical descriptions in the contactee literature. He described beings six to eight feet tall as adults and growing taller with age, some reaching nine or ten feet; chalk-white skin, large blue eyes, platinum-white hair, and thin, elongated bodies. Their hands, he said, had four fingers. They aged slowly, lived up to eight hundred years, and wore white or pale jumpsuits with a protective aluminium-coloured suit outdoors. Hall stressed that they were fragile and that their bones broke easily.
